Summary
ImageMagick versions before 6.9.13-56 and from 7.0.0 before 7.1.2-31 are affected. A missing limit check in the MVG decoder lets a crafted MVG image trigger an excessively long-running operation (CWE-400). A remote attacker who can supply an image for processing needs no authentication or user interaction to cause a denial of service.

Description from the CNA
ImageMagick is free and open-source software used for editing and manipulating digital images. Prior to 7.1.2-31 and 6.9.13-56, a missing limit check in the MVG decoder allows a crafted MVG image to trigger an excessively long-running operation. This issue is fixed in versions 7.1.2-31 and 6.9.13-56.
