Summary

JeecgBoot through 3.9.5 has a missing authorization flaw (CWE-862) in the appImportExcel handler of SysDepartController. Any authenticated user, including low-privileged accounts, can upload a crafted Excel workbook to POST /sys/sysDepart/appImportExcel and create arbitrary sys_depart records in the department tree that administrators maintain. CVSS 4.0 scores it 5.3 (MEDIUM), and CISA SSVC lists exploitation as poc, not automatable, with partial technical impact. It is not in CISA KEV.
