Summary
JeecgBoot through 3.9.5 contains a missing authorization flaw (CWE-862) in the SysTenantController passApply handler. Any authenticated user can approve tenant administrator applications, which lets them gain tenant administrator pack permissions in any tenant. An attacker files a pending application and then approves it through the passApply endpoint with low privileges. A public exploit is linked in the references.
