Summary
The Download Monitor WordPress plugin before 5.3.5 does not restrict management of its approved download paths to network administrators on multisite (CWE-863). A subsite administrator who is not trusted at the network level can approve arbitrary filesystem locations, so unauthenticated visitors can read files outside the uploads directory, including files of other subsites. Single-site installations are not affected. An exploit link is listed in the references.
