Summary
Android versions 14, 15, 16, 16-qpr2 and 17 are affected. The ClusterRenderingService dump() method acts as a confused deputy (CWE-441), so a process holding DUMP and PACKAGE_USAGE_STATS can write to Settings.Global.OVERLAY_DISPLAY_DEVICES, a setting normally protected by WRITE_SECURE_SETTINGS. This lets the process create persistent system overlay displays and inject key events into the cluster UI.

Description from the CNA
The `ClusterRenderingService.dump()` method, accessible to processes holding `android.permission.DUMP` and `android.permission.PACKAGE_USAGE_STATS`, acts as a confused deputy. It allows attackers to write arbitrary values to `Settings.Global.OVERLAY_DISPLAY_DEVICES`, an operation normally requiring `android.permission.WRITE_SECURE_SETTINGS`, enabling persistent creation of system overlay displays and injection of key events into the cluster UI.
