Summary
OpenBao from 2.3.0 before 2.6.3 contains an incorrect authorization flaw (CWE-863) in its ACL policy cache. Specially crafted policy names let a token reference cached policies from arbitrary namespaces, including the root namespace. An attacker holding such a token can gain the capabilities of those policies and act across namespace boundaries. The CVSS 4.0 vector requires high privileges, so the attacker must already hold a token.

Description from the CNA
OpenBao from 2.3.0 before 2.6.3 contains an incorrect authorization vulnerability in its ACL policy cache that allows tokens to reference policies from arbitrary namespaces using specially crafted policy names. Attackers holding such tokens can gain capabilities of cached policies in other namespaces, including the root namespace, to act across namespace boundaries.
